All queries regarding referee appointments are to be addressed to Vince Roper the NCFA Area Appointments Secretary.

 

We are always looking to recruit additional referees to the League’s list and therefore we ask referees who currently officiate with us to sell the League to any colleagues they see on the circuit and help us to increase coverage of matches Please give them contact details for Vince Roper if they are interested in joining us.

ALL REFEREES (and clubs) ARE ADVISED THAT REFEREES’ FEES FOR THE SEASON 2011 – 2012 SEASON WILL BE £25.00 PER MATCH (plus travel expenses or private car expenses of 20p per mile) and any other expenses actually incurred subject to any limits laid down by the sanctioning Associations.

REFEREES and RESPECT

 

Referees have a major role to play in Respect. Here’s how match officials can help to incorporate Respect into their games.

 

1. You will have been, or will be, invited to a Respect information session or workshop, hosted by your County FA. It is vital you attend, as it will explain what you need to do to be part of the programme – and answer any questions you may have. We need you to be absolutely clear about what your Respect role entails.  

 

2. All referees need to sign the Match Officials’ Code of Conduct.

 

3. We all have a responsibility to promote high standards of behaviour in the game. The behaviour of the match officials has an impact, directly and indirectly, on the conduct of everyone involved in the game – both on the pitch and on the sidelines. Play your part and observe the FA’s Respect Code of Conduct of match officials at all time.

 

4. Ensure you understand others’ Codes of Conduct covering various football participants:

* Club Officials, Coaches and Team Managers (Published on FA Info)

* Adult players (Published on FA Info)

 

Respect Code of Conduct: Match Officials

 

Play your part and observe The FA’s Respect Code of Conduct for match officials at all time.

 

* Be honest and completely impartial at all times

 

* Apply the Laws of the Game and Competition Rules fairly and consistently

 

* Manage the game in a positive, calm and confident manner

 

* Deal with all instances of violence, aggression, unsporting behaviour, foul play and other misconduct

 

* Never tolerate offensive, insulting or abusive language or behaviour from players and officials

 

* Support my match official colleagues at all times

 

* Set a positive personal example by promoting good behaviour and showing respect to everyone involved in the game

 

* Communicate with the players and encourage fair play

 

* Respond in a clear, calm and confident manner to any appropriate request for clarification by the team captains

 

* Prepare physically and mentally for every match

 

* Complete and submit accurate and concise reports within the time limit required for games in which I officiate.  

 

Failure to follow the above Code may result in action being taken by The FA / County FA Refereeing Official or, be

required to meet with The FA / County FA Refereeing Committee.

BADSFL RULES

 

In order to preserve the status and good name of the Breckland and District Sunday Football League officials appointed to matches are requested to pay particular attention to the rules detailed below and, in accordance with para 2 of The FA’s Respect Code of Conduct for match officials, are requested to notify the Competition (Fixture Secretary) when the Competition Rules detailed below are breached. Referees shall be supplied with a copy of the League Handbook.

 

Rule 8(q): At no time during the consideration of the validity of a player on a match day are the Clubs to seek an opinion from the Match Official.

 

Rule 10(b), para 6: Referees must order matches to commence at the appointed time and must report late starts (e-mail version acceptable) to the Competition (Fixture Secretary). 

 

Rule 10(b), para 7: The Home team must provide at least 2 footballs fit for play and the Referee shall make a report (e-mail version acceptable) to the Competition (Fixture Secretary) if the footballs are unsuitable.

 

Rule 10(d): The Secretary of the Home team must give notice in writing (e-mail version acceptable) of full particulars of the location of and access to, the ground and time of kick-off to the match officials and Secretary of the opposing Club, at least four clear days prior to the playing of the match.

 

Rule 10(i), para 3: Prior to each match the participating teams and officials shall conduct the ‘Respect’ handshakes and handshakes to the opposing team after the match.

  

Rule 10(j): Well maintained goal nets, correctly secured, must be used. Corner flag posts (minimum 5ft high with non-pointed tops and flags attached correctly positioned must be used. The Referee should make a report (e-mail version acceptable) to the Competition (Fixture Secretary) if well maintained goal nets, correct flag posts are not provided and field markings are not clear or safe.

 

Rule 10(k): The consumption of alcohol around the field of play by ant Team’s Players, Members, Officials, Loyal Followers or Supporters before, during or immediately after the match is strictly forbidden. The Referee shall make a report (e-mail version acceptable) to the Competition (Fixture Secretary) if they witness the consumption of alcohol.

Norfolk Referees’ Society particularly requests referees to note the following items:

 

* Referees are reminded of the need to control the use by participants of ‘industrial language’ that can be deemed Offensive, Insulting or Abusive.

 

* If referees experience problems as a result of spectators or other persons consuming alcohol on the touchline during matches they should report the matter to the appropriate County FA and advise the County RA.
