All BADSFL charges/punishments are subject to the right
of Appeal as detailed below.
The BADSFL will adopt the procedure detailed in the Football
Debt Recovery Memorandum to collect debts
apportioned against individuals in the event the club fails
to pay.
SECTION
ONE
NCFA & SCFA PLAYER SUSPENSIONS
The practice of publishing a list of
players registered with the BADSFL who are currently serving Sine Die and/or
Match Based and Set Period suspensions imposed by the County FA’s, which means
they are not allowed to play in the Breckland and District Sunday Football
League matches during the period shown, will cease. The League Registration Secretary
receives updated suspension lists issued by the County FA’s, weekly. You are strongly advised to access the County
FA’s websites, via the home page, to view the suspension lists which are
updated each Thursday till end of season.
Period suspensions are not submitted in
separate leagues but as one list in alphabetical order. You will note this list
includes players who received suspensions having been dismissed from the field
of play in County Cup matches. You may also note that some players are suspended
for a period and Sine Die. The Sine Die suspension is mainly because they owe
money to the County FA, League or a Club.
Important Note
There
may be players/officials suspended who are not included on the list. If you are
in any doubt please contact the County Headquarters to check this information.
Remember
It
is the responsibility
of each club to check the County Lists prior to the start of, and during the
season and ensure they do not play players under suspension.
SECTION TWO
BADSFL ADMINISTRATION FINES
Case ID:
005/09/10 - Club: Barcelona Rangers FC
Charge 1: Contravention
of BADSFL Cup Competition Rule 4 (b)
Barcelona Rangers FC in default of its engagement
versus Lakenheath Casuals on Sunday 24th January 2010, Quarter Final
of the Presidents Shield Knock-Out Competition.
Note: Lakenheath
Casuals and the appointed referee were present at the venue. The pitch had not
been marked, goal nets not fixed and changing facilities locked.

The above case has recently been considered by a
Commission of the Disciplinary Committee where it was decided as follows:
Decision: Proved
Fined £20 and
to pay Referee fee and expenses of £35. In addition to the imposed fine the
match awarded to Lakenheath Casuals.
Note:
Lakenheath Casuals did not submit a claim in respect of reasonable travelling
expenses.
Balance due
£55.
In accordance with FA Regulations and BADSFL Rules, the
total monies outstanding for this case must be paid by 14/02/2010. Failure to carry out these instructions will result
in the fine being doubled, failing a further 7 days, 21/02/2010, trebled and the club’s
fixtures will be suspended and result in a fine against the club and/or
individual, in addition to possible further action.
The
decisions of the Commission, on all relating to the BADSFL Knock-Out
Competitions, shall be final and binding and shall not be subject to appeal.

SECTION THREE
APPEALS
If
you believe you have grounds for appeal against a decision in respect of a Charge imposed by the BADSFL, appeals
should be made within 14 days of notice to Norfolk County Football Association
Ltd, 11 Meridian Way, Thorpe St Andrew, Norwich, NR7
0TA. Appeals are limited to punishments where the original punishment offered
was in excess of 21 days and a £15
fine. A covering letter setting out the grounds of appeal should be sent with a
copy of notice and a payment of £50 made payable to ‘Norfolk County Football
Association’. A copy of the appeal should also be sent to the Discipline
Officer, Breckland and District Sunday Football League. Details of the appeals
procedure are available from the county office, in the FA Handbook, and set out
in BADSFL Rule 16.
Notes
See
Conduct: Please do not ignore the fine, or refuse to pay. This comes under rule
as failing to deal with league business and it incurs a further fine. There have
been some incidences of clubs sending in appeal letters without paying the fine
or appeal fee and some letters of appeal have not come from the club secretary.
Should your appeal be successful, your appeal fee and fine are returned in
full.
Please
bear in mind that dealing with the League should be the same as dealing with
the County. They would not accept any appeal from anyone but the secretary and
no appeal fee means no appeal.
Please
note that the League cannot take action on fines distributed by Norfolk County
FA or Suffolk County FA.
